- Senate Bill 41 doesn’t impact who may own a gun under North Carolina or federal law.
- Senate Bill 41 doesn’t authorize the concealed carry of a handgun without a permit.
- Background checks will still be required on all pistols purchased through a licensed dealer unless the purchaser has a valid North Carolina concealed carry permit.
- Private sales may now be conducted without a pistol purchase permit, so long as both parties may legally possess a firearm.
