After passing in the Texas House with a strong majority and some bipartisan support, HB 1927 appeared to stall. On May 5th, 2021, the stall came to an end following an eight-hour debate and final vote of 18 to 13 in the Senate. During the debate, 27 amendments were offered with eight being adopted along party lines. The amendments modified the House version of the bill so we know the story’s not over yet. The bill will return to the House for reconciliation.
However, because the version that was passed in the Senate is substantially different than that of the House, the bill’s future’s uncertain. Also, because the House and the Senate have different procedures and standards when it comes to whether an amendment is considered germane or not, it remains to be seen if the Senate amendments will overcome a potential, what’s called “point of order”, that could have the effect of killing the bill.
That’s all to say, the future of Texas Constitutional Carry is still up in the air. If the Senate and the House versions of the bill cannot be reconciled, the bill will be sent to what’s called a “conference committee” where it’s hashed out via select members of representatives and senators.
But assuming the House and Senate can reach an agreement over the final language, Governor Greg Abbott has publicly stated that he will sign the legislation if it reaches his desk. If signed into law, it would go into effect September 1st, 2021.
It’s entirely possible that Texas gun law is about to undergo a dramatic change. Luckily, your Texas Independent Program Attorneys are monitoring the situation closely.

Pass Constitutional Carry. Most of our neighboring states already have it. We have it for rifles and shotguns. It’s a good idea to pass it for handguns and not penalize handgun owners. Pass it, please sirs!

What ARE the rules for long guns carry?
Please pass this I live 4 hrs from a border town & he is letting criminals in. Not to mention ppl in border towns.
I would like to see members of our House and Sebate work together to pass HB 1927 in order for the citizens of Texas to be able to LEGALLY protect our lived ones no matter where we are. With our southern border being overwhelmed with immigrants entering our state, we need to be able to protect ourselves no matter where we are. With child and human trafficking growing all the time we should be able to protect our loved ones no matter where we may be and crime will continue to drop as a result of Constitutional Carry being passed. Please pass this very very urgent and most important bill for the sake of our citizens and our well being.
There is no reason Texas should be interfering in its citizens constitutional right to carry a concealed firearm! Make someone pay a fee for a constitutional right is just plain wrong! If someone can legally buy a firearm, that person should be able to carry that firearm. The police argument is nonsense, as a retired police officer I assumed every person I dealt with was a possible threat and possibly armed. The police argument that officers will have a more unsafe work environment is just politics! Do the right thing and put politics aside and pass this bill for constitutional carry!
It’s getting more dangerous by the hour here in south Texas! We don’t want to wait until September! If someone loses their life to an illegal because they waited until September ! It’s going to happen anyway with what’s going on with our border! Don’t wait pass it now before someone becomes a victim!
Out of all fifty states in the union you would think TEXAS WOULD HAVE BEEN FIRST!! Just goes to show how the democrats have taken over our state the greatest in the union!! Get it passed and get over it!!
I am in favor of open constitutional carry. My ONLY fear is, after reading posts from many, is that quite a few folks are confused or misinformed regarding the use of “Deadly Force”. Would hate to see this bill pass and someone uninformed of the law, loose EVERYTHING because they “thought” they were doing right.

Being in a county near the border with the influx of people coming across some of which are dangerous criminal that being in addition to the basic need to defend your and your families life s and protect your self and others from harm .i for one would certainly blame law makers should harm come to my loved ones and i was prevented for possibly saving their life had i had my handgun on my person criminals are far less likely to pull a gun an an armed person than an unarmed one thats a fact
